The recent spring election, held on April 6, included local contests for City Council and School Board as well as a race for the 3rd District Court of Appeals and a statewide race for Wisconsin Superintendent of Public Instruction. The Eau Claire County Clerk’s office estimates voter turnout was approximately 18.9% of Eligible Voters compared to 34.7% in Spring 2020 and 25% in Spring 2019.
Eau Claire City Council
The Eau Claire City Council is made up of ten City Council members and one City Council president. Each member is elected for a 3-year term. Five members are elected from aldermanic districts and five members are elected at large. The City Council President is also elected at large. All City Council seats elected at large will be up for election next spring. The City Council President election will be in Spring 2023.
This spring, the five city council district seats were elected by voters residing in each district. While Districts 1 and 4 were uncontested, Districts 2, 3, and 5 faced challengers. All five incumbents chose to seek reelection and all were reelected.
The reelected City Council members will officially take office at the City Council's April 20 organizational meeting.

Altoona City Council
In Altoona, three city council seats are up for election. The Altoona City Council is made up of six City Council members and one mayor. Each member is elected for a 2-year term. In even number years districts 1, 2, 3, and the mayor position are up for election. This year, districts 4, 5, and 6 were elected by voters residing in each district. All three incumbents chose to seek reelection and ran unopposed.
Eau Claire School Board
The Eau Claire School Board has a total of seven members. Six are elected for 3-year terms and one is elected for a 1-year term. This year, three seats were up for election. Two were for a 3-year term and one was for a 1-year term. All three incumbents ran for reelection against one challenger, Kathleen Kivlin. Incumbents Joshua Clements and Erica Zerr were reelected for a 3-year term and Marquell Johnson was reelected for the 1-year term.

Altoona School Board
The Altoona School Board has a total of 5 members that are each elected for 3-year terms. This year, the school board had one seat up for election. Incumbent, Rick Risler, ran unopposed and was reelected.
3rd District Court of Appeals
The Wisconsin Court of Appeals is the state’s intermediate appellate court and is composed of sixteen judges from four districts. Elected judges serve a 6-year term. The Eau Claire Area is in the 3rd District Court of Appeals and is the largest of Wisconsin’s four appellate districts covering 35 of the state’s 72 counties. Gregory Gill won the election receiving approximately 55.21% of the vote. Rick Cveykus received 44.79% of votes.
State Superintendent of Public Instruction
The Wisconsin State Superintendent of Public Instruction is elected to oversee and provide leadership for the public school districts across the state. State superintendents are elected to serve a 4-year term.
Jill Underly, who was endorsed by many Democrats and the state teachers’ union received 57.66% of the vote. Her opponent, Deborah Kerr, who was supported by Republicans, received 42.34% of the vote.
An estimated 20.1% of Wisconsin voters came out to vote in the statewide Superintendent race. While this number may seem low, Charles Franklin from Marquette Poll, said on Twitter that the turnout of over 912,000 votes is “spectacular for this nonpartisan race with no other statewide contest boosting turnout.”
